The Pennsylvania Housing Finance Agency is issuing a Request for Proposal soliciting applications from organizations for projects to improve the availability and affordability of housing across the commonwealth. Funding for this RFP is being provided through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund.

CDC releases COVID-19 recommendations for multifamily housing providers. Building on the agency’s coronavirus guidance for other congregate settings, the CDC has released considerations and recommendations for operators of multifamily housing communities during COVID-19.

Last week, the CDC announced an “exceedingly rare” order to temporarily halt residential evictions. The order, published this week, states that housing providers, including HUD-assisted housing, are prohibited from evicting certain residents for non-payment of rent until December 31. Rent payments are still due, and housing providers can still charge late fees. The tenant has to self-certify eligibility for the protections using a sworn statement, based on several criteria.

HUD announces Service Coordinator COVID-19 payments – applications due to HUD by September 11, 2020.  Wednesday, HUD announced that CARES Act awards for grant-funded Service Coordinators are now available. The supplemental payments will be approximately 9% of operating budgets, and applications for the payments are due to HUD by 9/11/20.  Join a call with HUD staff on September 9 at 2:00.

 REAC Memo on Restarting Inspections; Prioritization “Heat Map” – HUD recently announced that the agency will resume REAC inspections in early October. Inspections will be prioritized based on a state or locality’s COVID-19 rates, but will exclude senior housing communities in initial return to operations.
