FY 2026–27 PA Budget Delivers Key LeadingAge PA Advocacy Wins for Nursing Homes and LIFE

MECHANICSBURG, Pa. (July 12, 2026) – LeadingAge PA praises Governor Josh Shapiro and the Pennsylvania General Assembly for their momentous investment in nursing homes and Living Independent for the Elderly (LIFE) providers in the FY 2026–27 state budget. The budget establishes a 0.86 Budget Adjustment Factor (BAF) floor for nursing homes and provides a 3.9% rate increase for the LIFE program. Garry Pezzano, President and CEO of LeadingAge PA, issued the following statement:

"This budget marks a significant turning point for Pennsylvania's aging services providers and the older adults who rely on them. By establishing a Budget Adjustment Factor (BAF) floor, the very policy LeadingAge PA and its members have been championing, Governor Shapiro and the General Assembly have made a strategic, meaningful, long-term investment that will help stabilize the nursing home funding system and support older Pennsylvanians. Additionally, increased funding and support for the LIFE program will enhance access to this innovative, comprehensive care model, allowing older adults to remain safely in their homes and communities if they choose and are able.

"These achievements reflect the power of provider advocacy and meaningful collaboration with policymakers.
