FY 2026–27 State Budget Delivers Key Investments for Aging Services

The FY 2026–27 Pennsylvania state budget includes significant investments in nursing homes and Living Independence for the Elderly (LIFE) providers. The budget establishes a 0.86 Budget Adjustment Factor (BAF) floor for nursing homes and provides a 3.9% rate increase for the LIFE program, two priorities LeadingAge PA and its members have advocated for.
The BAF floor represents a meaningful step toward strengthening the nursing home funding system and supporting providers' long-term sustainability. The increased LIFE funding will help ensure access to this comprehensive care model, allowing more older adults to remain safely in their homes and communities.
LeadingAge PA recognizes these investments as the result of strong provider advocacy and collaboration with policymakers and looks forward to continuing to work with state leaders and other stakeholders to strengthen Pennsylvania’s aging services system.
