Workforce Legislation: Meaningful Solutions for Pennsylvania’s Aging Services Workforce

Pennsylvania’s aging services providers continue to face workforce challenges. LeadingAge PA is supporting legislation aimed at strengthening recruitment, retention, career development, and the long-term sustainability of the aging services workforce.
This includes support for a set of three bills in Pennsylvania:
- Senate Bill 114: Allows student and graduate nurses to take the CNA exam upon completion of relevant coursework, standardizes curriculum and competency testing statewide, and ensures timely program approvals by the Pennsylvania Department of Education, among other needed reforms.
- Senate Bill 115: Allows Direct Care Workers in personal care and assisted living to take an alternative competency exam to demonstrate their skills, as some skilled caregivers lack a high school diploma (HSD) or GED or access to these documents.
Senate Bill 116: Enables high school juniors and seniors to earn up to two credits toward graduation for working, either paid or volunteer, in aging services.
