Jennifer Russell Spence
Associate Attorney
Ms. Russell Spence is an Associate Attorney with the law firm of Latsha, Davis & Marshall P.C. Prior to joining Latsha, Davis & Marshall she worked as counsel for the Pennsylvania Department of Health Division of Nursing Care Facilities. Her primary area of practice is health care law, focusing on long term care providers and providing guidance in areas including regulatory and licensure matters, survey and enforcement. She has a detailed knowledge of current and proposed DOH licensure regulations. Additionally, she has experience navigating the change of ownership process involving the sales of Pennsylvania healthcare facilities. Prior to working as counsel to the DOH, Ms. Russell Spence served as the First Assistant District Attorney of York County, Pennsylvania. While with the District Attorney, she tried over 70 jury trials to a verdict. She has lectured before the Pennsylvania Coalition of Affiliated Healthcare & Living Communities and, LeadingAge Pennsylvania.
